Les documents délivrés en Roumanie sont dispensés d'Apostille ou de légalisation dans les États suivants, en vertu de traités bilatéraux en vigueur. Cela ne s'applique pas à la citoyenneté par demande / sur demande, en raison d'une loi d'exception à cet effet. Dans ce cas, l'Apostille reste nécessaire :

• North Korea (People's Democratic Republic of Korea)

• China (People's Republic of China) (note that in practice the Legalization is asked for, with the exception of Hong Kong and Macao, where the Apostille is asked for)
